Who Should be interested in the Road Crash Victims Management Model?

All human beings should be very interested. Ever since the first road crash in America in 1897 ordinary folk have been at grave risk as inevitably the metal of vehicles would be routinely coming into contact with flesh and bone ... with often disastrous consequences. Road crashes are now an international pandemic. Often you have no control over the issue of your involvement. THE WAY FORWARD

Road Crash Management is not a "bolt  on" product. It is a client owned solution with which this consultancy assists to the extent that such assistance is required. Local resources drive the process with RCVMConsult providing guidance in a "knowledge based" program.

The ACC of New Zealand, the TAC of Victoria, Australia, the RAF of South Africa, the MVA Funds of Namibia and Botswana are all levy based road crash compensatory systems but they differ widely in their utility as regards serving the public interest with the ACC and Namibia being very good and the RAF being exceptionally bad.

1.  System Configuration Phase
This is a consultative phase in which the attributes of the RCVM Model are discussed with particular reference to national need and imperatives. Upon a consensus being reached a Technical Report is prepared matching need to deliverables under the model. This includes presentations format for the purposes of “selling’ the model to role players, interested parties and greater society. A draft legislative program is drawn up in accordance with the dictates of local law and ancillary protocols.

2.  Actuarial Modeling
Actuarial modeling is a critical component as unless the model makes "very good" financial sense it cannot be considered.

3.  Information Systems and Technology
To conform to modern approach the model needs to be configured on a "backbone" of a specially written fully integrated application program that has full executive, data storage and statistical capacity.

4.  Management Modeling
A technical report underpins the configuration, adoption and implementation of the scheme. This includes organizations structure, human capacity and operational culture and mode. 

Important Note

All of the above services are provided in terms of a consultative approach leading to consensus as regards each component, its attributes and implementation of the scheme.

RCVM Consult provides advice and guidance on critical decisions that have to be made in terms of matching delivery to local need.Typically it will consult with local law office for the purpose of drafting the requisite legislation.In configuring the model choices of critical importance have to be made.

An important example is that the level and value of benefits will vary very significantly between different countries. However for the model to have credibility and confer a public benefit it must have real utility in redressing social injustice and restoring health and function to victims.

GOOD NEWS

As the model is a public sector scheme that serves human rights, the public interest and will undoubtedly save countries substantial costs, there may well be funding available for configuration, design and implementation

The real point however is that, whatever the cost of design and implementation, this will be minuscule in comparison to the value of subsequent savings to the fiscus.

An immediate benefit to all drivers is a reduction in the "cost of insurance cover" from U$ thousands to US$ hundreds per annum
